    Phase I Departments
The outline of the 'Performance Monitoring and Evaluation System for Government Departments' approved by the Prime Minister on 11.9.09 applies to all Government departments. There are 84 ministries and departments that would potentially fall under this policy.
However, to ensure proper implementation it has been decided to implement this policy in phases. The first phase will focus on those departments that have the following characteristics:
1. Service orientation
2. Welfare provision
3. Human development
4. Production of good and services
List of 59 proposed Phase I departments
Details of the following six departmental clusters:
1. Agriculture and Rural Development
2. Human Development
3. Resource Management
4. Trade, Industry and Services
5. Infrastructure Development
6. Social Welfare
   Workshops on RFD
As part of our Action Plan to implement the Performance Monitoring and Evaluation System (PMES) for Government departments we will be organizing six two-day workshops for groups of 8 or 9 departments divided into broad clusters such as: Human development, Infrastructure, Agriculture and Rural Development, Social Welfare, Trade and Industry, and Resource Management. Each workshop will have a maximum of 40-45 participants.

These workshops will be based on our successful model for the seven workshops conducted for various departments by us in the recent past. We will invite alumni from these workshops (Secretaries and Joint Secretaries) as resource persons for these workshops.
